Isobelle, who lived in Welshpool in Wales, was travelling as a passenger in a Peugeot 206 when a Ford Focus ploughed into it.
It’s not yet clear why the teenager was in Wigan but friends have spoken of her “northern accent” as they left emotional tributes on Facebook.
Jake Jones said: “She was hands down one of the nicest, most genuine girls I’d ever had the pleasure of knowing and being close to. She was just so caring, passionate in all she did and an overall ‘top lass’ as she would say in her occasional spontaneous, northern accent. Rest in Peace Izzie x”.
