Labour candidate claims by-election win

WIGAN’S ruling Labour Party has re-claimed the Douglas ward seat vacated by former mayor Joy Birch.

Maggie Skilling won Thursday’s by-election with 874 votes. UKIP’s Derek Wilkes finished second with 452.

Turnout was 14.5 per cent.

The seat was a five-way contest between Conservative, Labour, Green, UKIP and Community Action Party candidates.

Ms Birch stood down from the council chamber last month having moved to Northern Ireland.
