Council is not to blame for road works

Wigan Metro street co-ordinator Tony Hemingway revealed that the council was called upon to authorise an astonishing 14,000 official blockages to our roads last year – that's an average of 300 requests a week.
And with water, gas and telecom utilities continually leaned-on by regulators to improve aging infra-structure, he doesn't expect the figure to diminish any time soon.

A highways expert for the past 20 years, Tony says it's "frustrating" that the council is so often on the receiving end of flack over roadworks along its 740 miles of roads – most of which not of their making.

The council's role, he pointed out, is to engineer any forthcoming blockage to make it as trouble free for motorists, neighbours and the environment as possible.

Mr Hemingway said: "Residents seem to think we have a choice here at the council over whether to let the utilities and their contractors onto the highway in the first place.

"The simple truth of the matter is that under the legislation we can't say no – we can only tell them that it must be over a weekend or off peak or what have you.

"The public have to remember that all the services they enjoy and take for granted, like water, gas, electricity, telecoms and drains all need periodical maintenance."

A department of Transport spokesman said: "Disruption from street works costs the economy about £4.9bn each year and ongoing roadworks are among road users' biggest concerns. These fixed penalty notices are an additional tool to encourage utility companies to give accurate and timely notices of works, helping councils co-ordinate works and reducing disruption."

The Council may not be responsible for the traffic congestion due to road works, but they are responsible for the poor traffic light signals in the area.
What is the point of having vehicle sensory strips in the road when they are clearly not working, I have sat at traffic lights at Beech Hill, Bridgeman Terrace, Parsons Walk and Dorning Street by Deanery High School at night as well as Sunday when no other traffic is in the vicinity and watched as they have gone through their cycle before turning to green.
Come on Wigan MBC get your act together and sort them out or is it a deliberate ploy to frustrate people so that you have justification for voting for the congestion charge scheme you want for the area.

jeff you hit the nail on the head with your last comment, the 'improvements' to the a49 warrington road at goose green see an overwhelming increase in traffic forced onto marus bridge island, which causes more congestion and mark my words in a year or so's time lord smith and his cronies will point to all this chaos that they themselves have engineered and use it as an excuse to bring the congestion charge in

There are no if's or buts about this. All councils in England were sent a memo by the Dept for Transport, or whatever it's called these days, to engineer road congestion in order to justify the implementation of congestion charging.There is no other possible explanation for the ludicrous decisions being made for our road "improvements". Councils are also being bribed by this govt. with promises of huge grants if they bring in congestion charges. I challenge Lord (Ha!) Smith to deny this in our local papers. (He has voted for this) Don't be fooled about all the claptrap about safety and the environment. There is only one aim. GRAB MORE TAX FROM THE MOTORISTS.

cartman it is the labour ethos - if it moves tax it and if it stops tax it again, it's just a pity that only us can see it , the rest of the people in this town have a moan about it but come election time they still blindly vote them in 'cos their parents always voted labour so i will as well'

Maybe it is an excuse for road charging...or... could it be an attempt to 'persuade' central government to build our long awaited and badly needed bypass? Whichever, very soon traffic will grind to a halt in the borough and business's will leave the town in droves.
