A call has been made for compulsory criminal record checks for Metro councillors.
Gary Wilkes, Independent councillor for Bryn, believes the current system may leave children at risk.
At present, most of Wigan's 75 ward councillors are free from the kind of legal scrutiny that has long been faced by council employees.

rs on panels with responsibility for, or contact with, children, come before the Government's watchdog Criminal Records Bureau (CRB).
Coun Wilkes' motion to the last stormy full council missed being debated or voted on when the meeting, bogged down in the row over the legality of taping proceedings, ran out of time.
But council leader Lord Smith stepped in and agreed to remit it directly to the ruling cabinet for consideration.
Father-of-two Coun Wilkes believes compulsory CRB checks for all councillors are now "essential." And they will send out a "clear message" to the public that all Metro members have been cleared to work with young children or vulnerable adults.
He says that he and his two Bryn ward fellow councillors have all worked with children – from the age of four – on the Media Bus and Latics in the Community schemes, over the last three years.
And all had submitted themselves voluntarily for CRB checks, along with helpers from community pressure group Friends Around Bryn.
Coun Wilkes said: "It seems pointless to have only a handful of councillors CRB checked just because of the various panels they are sitting on.
"There is no doubt most councillors in this borough do come in contact with children of various ages at some point and we should be seen to be setting an example to the public.
"Anybody who comes into contact with children both on a professional and volunteer level has to be CRB checked before they are allowed to associate with youngsters.
"Some elected members are linked with the Scout Association and they are CRB checked. I have no less than four CRB checks to my name."
He believes Enhanced Disclosure checks would play an essential part in building good relations with the public.Coun Wilkes' motion will be considered at the next meeting.
Under local government regulations, councillors who are may come into contact with children or vulnerable adults; who are members of the ruling Cabinet, Overview and Scrutiny, Adult Services Panel; Children and Young People's Panel plus the Regulation Committee, are only appointed subject to the results of a check with the Criminal Records Bureau. Metro school governors are also subject to such clearance before approval is granted.
