A dad whose son was mugged and wife robbed at knifepoint has delivered a damning verdict on "lawless Wigan."
David Armstrong has been left stunned after two members of his family were attacked in the last three months.

But the roofer from Hindley is furious after being told his 15-year-old son's assailants, believed to be 16 and 17, will not be prosecuted because the Crown Prosecution Service says there is not enough evidence.

Kelvin Armstrong has been left too scared to go back to school at The Deanery High after being beaten by two youths who stole his mobile and left him bruised in January.

And the two hooded men who held a knife to David's wife Maxine's throat before robbing her car remain at large.

David said: "They say crime rates are going down. Don't make me laugh. Two of my family have been involved in two serious crimes in the last three months.

"My son's not been to school for 11 weeks because these lads are still hanging around the bus station opposite where the attack happened.
"I'm so annoyed the CPS has chosen not to prosecute.

"You get more in this country for parking on a yellow line."
Maxine said: "We can't understand why the CPS is allowing them to get away with it.

"It's like they're treating it as a schoolyard fight when it was much more serious. Kelvin was left with bruising on his face and his mobile was stolen. The police do a good job but what's the point if the CPS don't bother."

Maxine, 40, was shaken after her Renault Megane was stolen at knife point outside Tesco's in Hindley Green in April.

Maxine added: "It's like you don't feel you can protect your family
that's why it's so important that these criminals are not only caught but prosecuted."

A spokesman for the Crown Prosecution Service said: "The police investigated a case of assault of a teenage boy.
"After reviewing the case, the CPS decided not to prosecute on evidential grounds due to a conflict of evidence."
