Illiterate bully threatened to smash car up

May I through your newspaper thank the driver who left a very abusive note on the windscreen of my car in the Brocket Arms car park, Swinley, last Tuesday night.
I can't quote the note as yours is a family newspaper, but briefly in some very foul language it informed me that my car would be "smashed up" if I parked in a manner he/she thought was "stupid" in future.
Obviously this person has very limited use of the English language and judging by the spelling mistakes mustn't have had a good education either.
If the person had taken the time to come back into the pub, I would have gladly moved my car but as I say they didn't have the bottle.
Why is everyone in this town so angry? I treated the note with the contempt it deserved, threw it in the nearest bin and laughed it off. People like these don't understand reason – they just know how to bully people.

Doing our utmost for road safetyThe letter in the Wigan Evening Post of August 2 referred to a number of issues regarding City Road, Kitt Green, some of which
we thought we had addressed previously on your letters page.
The offer to look at planting schemes in Kitt Green was in reply to another individual's comment on that issue. Individuals have different priorities which are important to them and as constituents still have the right to ask us to address those needs.
Regarding road safety this is a matter that we have made great efforts to address and our achievements in this area are a matter of public record.
We have been directly involved in the provision of five pedestrian crossings on the ward, two of which are sited in the area in question, with one actually on City Road and another sited on Bell Lane, Kitt Green.
And as I have previously said a new pelican crossing is to be provided at the top of City Road, the spot the author referred to in his letter; this will, as with all crossings include parking restrictions which can be enforced.
The author goes on to talk about dangerous and illegal parking on the footpaths in the area. Let us be clear: if parking restrictions are in place then it is a matter for the council to enforce them.
If there are no parking restrictions and vehicles are parked on the footpath causing an obstruction, then that the duty of the police and not the council to enforce the law.
Where vehicles drive on to the footpath to avoid traffic, that again is a moving vehicle offence and a matter for the police, as is motorists exceeding the speed limit.
The council has tried to deter motorists from speeding through traffic-calming measures such as rumble stripes and a number of mini-roundabouts on City Road.
As councillors we believe we have worked hard to address the important issue of road safety in Pemberton ward and will continue to do so.
The safety of the public is our prime concern – that has been and always will be our priority. And because of the work done in this area, statistics show a drop in the numbers of road traffic accidents involving pedestrians.
We would also like to point out that we do not wait for complaints before taking action, as we believe the facts stated in this letter prove beyond doubt.
