Nicola Davies, of Rugby Road, Leigh, is charged with a breach of the 2015 Microchipping Dogs Regulations.
It is alleged a Wigan Council officer served her notice to chip the black Patterdale terrier, called Stanley, on September 9 last year, but she failed to do so within the required 21-day period.
Davies, who has yet to plead, will appear before Wigan justices on December 15.
