Development of eight Wigan apartments seems certain to get the green light

Wigan Council has applied to its own planning authority for consent to build eight affordable apartments on two parcels of land in Orrell.

The “north site” is on land adjacent to 194 City Road and the “south site” is near to 3 Heysham Road with the one-bedroom apartments split equally between the two.

On the north site, the four apartments will be built as a two-storey block which will appear as a pair of semi-detached homes, fronting on to City Road. There will be two parking bays at the front of the building accessed off City Road.

The south site will be also house a two-storey block, narrow in width because of the shape of the land. It will front onto Heysham Road where there will be access through via separate points.

Some 15 objections from nearby have been submitted to Wigan Council ahead of the planning committee meeting on Tuesday April 9.

They say a local of parking on the north site will result in additional parking along Orrell Hall Close which is “in a poor condition”.

There is also concern about “unsuitable access” into parking bays along City Road and there access issues into homes on Orrell Hall Close.

Objectors also say the development on the north site does not respect the building line created by recently constructed houses.

The loss of access paths from Orrell Hall Close to City Road has also been raised.

Others say the north site is unstable land with mine shafts on the site, there would be a loss of green space and there would be “over development” of both sites.

However, a report to the planning committee says the proposal is “acceptable in terms of its impact on the highway, amenity and environment and the street scene”.

“Whilst the concerns of the local residents are noted and have been fully considered, which in part have resulted in a number of amendments being secured, the proposal is acceptable.”
