Outline plan for huge housing development on former mining site approved

Developer Peel L&P has been given the green light for the scheme at the former Pemberton Colliery location by Wigan Council.

Although most of the details are still reserved for later planning applications, the outline suggests up to 268 two, three and four-bedroom homes being constructed on the brownfield site.

Following discussions with the town hall, the developer has also agreed that 13 per cent of the homes will be affordable.

Peel L&P is also funding the section of the M58 link road running through the site, as this will provide access points for the new estate.

Jonathan England, development director at Northstone, part of Peel L&P, said: “This development helps Wigan to meet its short and long-term housing demand and we’ve worked with the council to agree that 13 per cent of the development will be allocated to people with affordable housing needs.

“Northstone will now bring these plans forward to create flexible, energy-efficient family homes.

“The evidence shows it’s unlikely the site would be redeveloped for employment use.

“Peel L&P has committed to build the part of the M58 Link Road which runs across this site to help secure important infrastructure for the borough.”

The 29-acre site has Pemberton railway station on its northern edge. The link road will run from the Smithy Brook Road roundabout to the junction where Foundry Lane meets Billinge Road.

Seven acres will be given over to green infrastructure with plans for public open space, woodland and pedestrian and cycling routes.

Leader of the council, Coun David Molyneux, said: “We’re really pleased to see this high-profile brownfield site being brought forward for significant development.

“The application also plays a vital role in the delivery of the M58 link road.

“It is incredibly important that we support new developments in the borough where we can, particularly on brownfield sites, to match our growing housing needs and encourage growth in our local economy.”

Northstone is hoping a reserved matters application, including more details of the houses planned and how the development will eventually look, will be submitted to Wigan Council by the end of summer.

Construction work could then begin in mid-2021.
