Video posted on social media shows armed police and dogs at the scene.
The footage shows officers hold a man to the ground and then get him up while onlookers shout abuse.
A picture shows six police cars and residents gathering to see what had happened.

Hide AdA GMP spokesman said: "Police were called to Severn Drive, Wigan shortly after 11.20am today following a report that a man was in possession of a firearm.
"Officers attended and arrested two men aged 18 and 40 on suspicion of possession of a firearm.
"Enquiries are ongoing."
